### The Hidden Poison: Why Milwaukee's Lead Crisis is a Crisis of Justice, Not Just Health

Reported by Award Winning Journalist Tam Lawrence

In our journey through life, we often stumble,
but there is a particular failure that![Gemini_Generated_Image_9j3mzo9j3mzo9j3m](https://news.rlassc.com/hs-fs/hubfs/Gemini_Generated_Image_9j3mzo9j3mzo9j3m.png?width=336&height=449&name=Gemini_Generated_Image_9j3mzo9j3mzo9j3m.png) remains incomprehensible: the sheer selfishness that allows adults to turn a blind eye to the suffering of vulnerable children. It is the fundamental responsibility of every capable adult to raise their voice and take action to shield the young. Perhaps my own history of being a child without a protector is what drives me, compelling me to stand as a shield for those who need one today.

So Milwaukee residents, I ask you to imagine growing up in a city where the very water you drink and the walls of your home are slowly poisoning you.

Now imagine![hqdefault](https://news.rlassc.com/hs-fs/hubfs/hqdefault.jpg?width=480&height=360&name=hqdefault.jpg) that poison is quietly making it harder for you to learn, to control your temper, and to make good decisions. For thousands of children in Milwaukee, this isn't imagination, it's reality.

And here is the heartbreaking truth: the science shows that some of the young people labeled as "criminals" might actually be victims of a poison their city failed to stop.

### **What Lead Does to a Child's Brain**

Let's break this down simply.

Think of your brain like a computer. Lead acts like a computer virus. It doesn't just make the computer run a little slower it damages the actual hardware. The parts that control attention, learning, and impulse control? Lead attacks those parts directly.

### **Here's what doctors have found happens to children poisoned by lead:**

- They can't sit still. Dr. Heather Paradis from Children's Wisconsin says lead poisoning causes "hyperactivity \[and\] impulsivity"basically, it makes kids' brains feel like they're buzzing, making it hard to focus or be calm.

- They struggle in school. Professor Marty Kanarek from UW-Madison explains that lead causes "learning disabilities \[and\] behavioral problems." Kids poisoned by lead often need special education and have lower reading and math scores.

- They can't control their anger. Doctors say lead exposure leads to "aggressive behaviors." It literally makes it harder for children to stop themselves from acting out when they get upset.

The scariest part? There is NO safe level of lead for kids. Once lead gets into a child's body, it can stay in their bones for more than 25 years. The damage is permanent.

### **The Milwaukee Map of Poison**

Milwaukee has a massive problem. According to the Wisconsin Department of Health Services, about 62% of all childhood lead poisoning cases in Wisconsin come from Milwaukee. In some years, the city's rate of poisoning (8.6% of children) was actually worse than Flint, Michigan at the height of its crisis.

### How are kids getting poisoned? Two main ways:

1. Lead paint in old homes and schools (the biggest source). Milwaukee has around 255,000 housing units built before lead paint was banned in 1978.

2. Lead pipes that carry water into homes and schools.

### And here is the kicker: the poison isn't spread evenly. Black and Brown children living in poverty on Milwaukee's near north and south sides are getting hit the hardest.

### **The Crime Connection: What the Study Found**

#### Now, here's where this gets really important.

In 2019, researchers at the University of Wisconsin-Milwaukee's Zilber School of Public Health published a stunning study. They looked at nearly 90,000 people born in Milwaukee, cross-referencing their childhood blood lead levels with later criminal records.

### Their findings were staggering:

Of the people involved in gun violence in Milwaukee either as shooters OR as victims more than half (56% of shooters and 51% of victims) had elevated blood lead levels as children.

Professor Amy Kalkbrenner, one of the researchers, put it bluntly: "The more lead exposure, the more likely someone was to either commit or be a victim of a firearm-related crime".

The study did not say lead \*causes\* crime 100% of the time. Plenty of lead-poisoned kids never commit crimes. But the link is so strong that it can't be ignored. As another researcher noted, lead exposure causes "ADHD type behaviors, risk-taking behaviors, impulsive behaviors in kids, \[and\] delinquency in kids. Those behavioral challenges... don't just disappear once someone turns 18".

### The Branch Family: A Real-Life Story

To understand this, meet Aidan Branch and his mother, Deanna.

Aidan was hospitalized twice as a toddler for extreme lead poisoning from lead paint in his family's rental home. The poison has left lasting damage.

"After he was poisoned, he was diagnosed with ADHD, ODD \[Oppositional Defiant Disorder\]. He still has behavioral problems and nervous things where he can't sit still," Deanna told TMJ4.

His older brother was also poisoned in the same house. Deanna now volunteers to help other families, but often she can only recommend temporary fixes like duct-taping chipping paint and washing floors constantly.

"What most people don't realize when a child is lead poisoned, it's a lifelong thing," she said.

### The Schools: Where the Poison Continues

In 2025 alone, seven Milwaukee Public Schools buildings were found to have dangerous lead levels. At Golda Meir School, a child was poisoned in the building. Photos released by the city health department showed cracked, flaking paint and large amounts of lead dust on windowsills where kids sat.

Parents were shocked. Kristen Payne, whose child attends Golda Meir, said the remediation was being done while children were still in class. "I'm deeply concerned about sending my child into an environment that is not safe," she said.

The school district says it will cost about $25 million just for the most urgent cleanup. But so far, they haven't gotten help from the state for these costs.

And the problem isn't just paint. Unpublished water tests obtained by community groups showed lead in school drinking water at levels that exceeded recommended safety limits. One nurse's office sink tested at 254 parts per billion over 25 times higher than the action level for general use.

#### A Crisis of Justice

Let's connect the dots.

A child gets lead poisoning → That child's brain develops differently → They struggle in school, can't control impulses → They end up in trouble with the law as a teenager or adult → Society calls them a "criminal."

But what if we have it backwards? What if the real "crime" was committed by the adults and the city who let the poison stay in their homes and schools for decades? What if the children were the victims all along?

Earl Ingram, a longtime Milwaukee resident, put it simply: "How is it that the wealthiest nation on Earth is moving so slow to find, fund and execute solutions to the lead that is poisoning Milwaukee's kids?"

### What Must Be Done

If the city's failure to address lead is partly causing learning disabilities and even crime, then the city has a moral obligation to fix it. Experts and advocates say that means:

1. Replacing all lead pipes by the city's goal of 2037, but doing it faster.

2. Fully cleaning up lead paint in all schools and rental homes, with independent testing.

3. Creating a "mental health lifetime" for poisoned kids, meaning free, lifelong support for the learning and behavioral problems caused by lead.

4. Prevention over punishment. Instead of just punishing kids who act out, the city should recognize that many are dealing with a brain injury they didn't cause.

#### *As Deanna Branch said: "I don't want anyone else to go through what I've been through".*

### The Bottom Line

The numbers tell a sad story: thousands of Milwaukee children are being poisoned in their own homes and schools. The poison hurts their brains, their learning, and their behavior. Years later, some of these same children end up in the criminal justice system, a system that blames them for problems that started when they were toddlers.

We can't undo the past damage. But we can stop adding new victims. We can provide treatment. And we can stop treating poisoned children like criminals when they are really victims of a public health failure that has gone on for too long.
