Monroe County, where a decades-long failure of public policy meets a moment of moral and constitutional reckoning.

On Tuesday, July 14th, at 5:00 PM Eastern, a coalition of community-led organizations including the Citizen Action Economic Justice Committee, VOCAL-NY, the Party for Socialism and Liberation, the City-Wide Tenants Union, and the Rochester Grants Pass Resistance will assemble at 39 West Main Street in Rochester.

Their demand is direct. Their evidence is irrefutable.

The Monroe County Legislature is being called upon to pass increased funding for Rochester’s public assistance shelter rent allowance, a figure that has remained frozen at $440 since 1990. Let that register. Thirty-six years. In that time, the cost of living has risen, inflation has compounded, and the very definition of habitable housing has evolved. Yet the allowance has not. Today, in Monroe County, that $440 cannot secure a single legal, livable apartment. Not one.

Meanwhile, the shelter system is buckling. Not from mismanagement but from volume. Rising homelessness is not an anomaly; it is the predictable outcome of policy inertia. And when the government fails to act, the Constitution does not remain silent.

Article 17, Section 1 of the New York State Constitution is unambiguous: the protection of the needy is a public responsibility. That is not an aspirational language. It is a mandate. A responsible government body does not wait for a crisis to become catastrophe; it acts to prevent displacement, preserve dignity, and restore access.

Now, let’s examine the proposed solution.

The Legislature is considering a pilot program to raise rental vouchers to $1,250 a meaningful, evidence-based adjustment. The projected cost? Two million dollars. That is not a rounding error; it is a fraction.

By comparison, the City of Rochester has committed $225 million to a baseball stadium. Ten million dollars for lakefront renovation. Three hundred million dollars for downtown revitalization. These are civic investments and we do not dismiss them. But let us be clear: infrastructure without a population to sustain it is architecture without purpose. A stadium cannot house a family. A renovated shoreline cannot warm a child on a winter night.

Two million dollars to keep families in their homes. That is the price of conscience.

So we ask every resident, every stakeholder, every official: Where do you draw the line between legacy and survival?

PIQSTAR INC. does not take political positions. We take constitutional positions. We take human positions. And we stand with any community that demands its government fulfill its covenant.

We urge the Monroe County Legislature to act. We urge the public to bear witness. And we urge all who believe in the contract between the governed and those who govern to stand at 39 West Main Street at 5:00 PM on July 14th.

Not as a protest. As a presence. As accountability. As citizenship in action.

This has been a PIQSTAR National Civic Alert.

Stay informed. Stay engaged. Stay responsible.
